Not sure that's true actually.
The wording of the survey suggested that the incumbent fans would have to agree to move if another fan expressly wanted their particular seats. So if you keep on buying your ticket, you don't move, full stop. But there's nothing to suggest that the club won't effectively force you out of your seat in the next season or two if they change the pricing a lot (and the facilities on offer). I think this will only affect people who currently sit in the best seats, but who are not willing to pay a substantially higher price in the future.
Personally, I can see a scenario where the club upgrades the Colin Bell and East stand sections of level 2 to some type of club membership similar to what is offered in the second tier at Arsenal. The prices go up, you get a slightly fancier bar and food, and only after these changes are made, the club then launches the EverBlue scheme.
Disgruntled punters who have had their seats in this area for years will as a result of the EverBlue scheme be offered some form of sweetener for moving, and the corporate/richer types can secure the best seats in the house for as long as they want by paying an extra sum (i.e. equivalent to a year's season ticket). So, the club can introduce higher ticket pricing, the disgruntled/displaced fans get some form of compensation (e.g. half price season ticket elsewhere), and the richer fans/corporates can have their pick of the seats for an extra sum which they are happy to pay.
Think of the scheme as a way to facilitate the changes the club want to make, rather than it being the cause of the change, if you know what I mean.
