I think Norris on the dirty side of the track is best letting Verstappen through and then just staying in touch and letting Max and Oscar battle it out. No point risking a DNF just to win the race.

This time of the season it's all about being pragmatic. He might want to win the race but he will know Max and Oscar have nothing to lose and could wipe him out. He's the collateral in a potential battle between those two. Sit back and let them fight it out, hope they take each other out and you get the job done.
