It's not unusual. Normally if a driver gets a position illegally they're offered the chance to give the place back before it goes to the stewards to decide.

That's what I was thinking, and the red flag (and Ocon) removed the opportunity.
The stewards are probably very happy not to have to work out what to do with all that - the penalty is normally 5 or 10 seconds for not giving a place back, so it would likely be an end-of-race thing here.

The only reason Ocon is in front is because of Max forcing Hamilton to brake.

Penalise him according to the rules instead of pandering to him and his Karen team!
