They are not randomly assigned, Luton V Bolton was the first match drawn in the 3rd round so the winner of that tie is assigned number 1 for the 4th round draw. We were the 21st match drawn so are assigned ball number 21 for the 4th round draw.Never liked these randomly assigned numbers (1 is Luton, 21 Manchester City ) wouldn't it be better to give each team a number based on alphabetic order before the draw for the 3rd Round and let them carry the same number all through the competition?
Didn't it used to be done that way, or am I imagining that?

Ive seen City play at Maidstones old ground, anyone else ? Early 90's friendly !From a new team or new ground perspective:
Wrexham at home. Seen us play them at Maine Road and away.
Bristol Rovers at home if they beat Norwich. Seen us play them at Maine Road and away.
Ipswich at home. Seen us play them at Maine Road and away.
Coventry City home or away. Seen us play them at Maine Road and Highfield Road, but not the new grounds.
Plymouth Argyle home or away. Seen us play them at Maine Road but not at the Etihad or Home Park.
Maidstone United home or away.
Newport County or Eastleigh. Newport home; Eastleigh home or away.
I'm ignoring Luton as we'll play them at home this season anyway.
