For defensive penalties, yes.

Once Taylor hadn’t given the handball, VAR couldn’t disallow it as only the touch assisting the goal or handball by the scorer mean the decision would be overturned.

I don't think that's relevant, VAR can overturn a goal if there was a *non accidental* handball anywhere in the build up, defensive or not.

The only thing that matters here is that they deemed this an accidental hand ball
