Why are the rags and Millwall 1 and 2 but we're 14th how does that work?

The numbers are assigned based on the order that the ties were drawn out of the hat in the previous round. United V Leicester was the first drawn match for the 4th round so the winner of that tie is allocated ball number 1 for this draw.
It's a simple but effective way of ensuring we always have ball numbers 1-x sequentially with no gaps- 1-32/1-16/1-8 etc.
