He brought this country its first million pound player in Trevor Francis, so they weren't exactly skint. But generally speaking I'd agree with you, they certainly didn't have the kind of money at Liverpool's disposal. Still, love Clough, an absolute dream of a manager...
Forest were only able to afford Francis because of the success Clough had brought to the club.
Remember, when he took over, they were a mediocre, mid-table Second Division side. Much like they are now, really.
I also agree with the OP's comment that Cloughie was the best British manager ever.

Only seen him play in the odd clip. My dad says in his time, he was one of the best.
Think he played up front for Boro.
Yes he did.
His goal scoring record is second to none. 204 goals in 222 games for Middlesbrough and 63 in 74 for Sunderland.
That’s a phenomenal return.

They pipped us for promotion on goal difference in his second full season in charge.
Next season they won the First Division title and the League Cup, followed by back to back European Cups and another League Cup!
