Dates 2 and 9 are significant as it shows the five years between the initial punishment and the referral to AC to meet the deadline, although some think that the start of the process was the start of the five years date 1

Looking at dates 2 & 9, it would seem to me to be 1 day over the five year limit.
If the settlement date is 16th May 2014 then the last date for any future punishment would end on the 15th May 2019.

6. On 16 May 2014, following an investigation opened on 11 February 2014 into perceived breaches by MCFC of the UEFA CL&FFPR, UEFA and MCFC entered into a settlement agreement (the “Settlement Agreement”), which, inter alia, specifies that MCFC did not admit to be in breach of the UEFA CL&FFPR.

16. The Investigatory Chamber ... issued the Referral Decision in the evening of 15 May 2019.

I'm assuming these are not disputed by either side so looks like they were in time.

and there was me thinking, I’d just saved the club a few million in legal fees. :-(
 
goldcoastblue. Going by what you have put down you're right. It looks like UEFA have cocked up big time. It looks like they forgot that February 2016 was a leap year. Therefore the adjudicatory board should have this by the 15th May and not the 16th. Therefore all charges should have been dropped. However I foresee that UEFA will not let take this lying down, and will be looking for new charges to bring against us.

The only way this will stop is to bring charges against all both boards of UEFA for theft. AS the e-mails were stolen in this country, therefore the theft happened here, also at the same time I would bring the same charges against the board of DER SPIEGEL as well. I would be looking for damages in the region of £50 million form UEFA organization plus a further £50 million from those on both the boards of UEFA, and a further £30 million for DER SPIEGEL. If this bankrupts either of them so be it.

And then it gets worse and madder.
 
Also, from the UEFA CFCB Procedural Rules, does the last point below mean 20th Dec - 5th Jan is not included in the time limit? I’m not clear on what it means. Or does it just mean that should the deadline fall in that period, you effectively have an extension due to Christmas and new year? Not sure.

Article 37 – Statute of limitations

Prosecution is barred after five years for all breaches of the UEFA Club Licensing and
Financial Fair Play Regulations.

Article 38 – Time limits

1 A time limit begins on the date from which the decision is notified or published, whichever is the earlier. It is considered to have been observed if acted upon by 24.00 CET (Central European Time) on the deadline date. Official holidays and non-working days are included in the calculation of time limits. When a deadline expires on a Saturday, Sunday or public holiday in the Swiss canton of Vaud, where UEFA's headquarters are located, it is carried forward to the next working day.

2 On receipt of a reasoned, written request, the CFCB chief investigator or CFCB chairman may extend a time limit.

3 Time limits are interrupted from 20 December to 5 January inclusive.

Doesn't mean anything in the context of Article 37. Article 38 is not relevant here.

Article 37 says 5 years from breach. Any breach prior to 15 May 2014 is barred.
