If the penalty taker stutters in their run up, the keeper should be allowed to move at the time they think the ball is going to be hit.

Seems rather flawed in my view. Should be a card.

It's the same with encroachment. If the player that encroaches becomes active (defender or attacker), the penalty will be retaken. If they don't take any part in the game, no action will be taken.
