On the developments near where I live, at the original appeal, a local resident who is a traffic planner gave expert witness evidence on behalf of the villageFurther, Councils don't have unlimited budgets. Banning appeals cost money, several appeals like you describe could ruin a councils budget. They simply cannot afford to fight bid developers
By some coincidence, when the second higher appeal took place in Bristol, the developer had handed a contract to this fellas employer so he couldn't give evidence
They blackmailed his employer
