A club negotiates and make a bid in that order, if the negotiations are not satisfactory they don't make a bid.
Officially withdrawing interest would only help competitors, I seriously doubt City would do that.

And if he is, and if he's as good in the P/L as I think he'll be, I'm well justified in calling it a disaster - because, if I'm right about Wirtz's quality, we would have let a generational player transfer to one of our main competitors for the P/L title when we might possibly have had him in our squad if only we'd have been willing to pay a little more.
