I suppose it depends what is meant by "true derby", I assumed that meant both clubs located within the same city rather than the same metropolitan area, which might leave London looking a bit dubious too.
 
Certainly that could be said but it would wrong. The question relates to losing final ties not the competitions.

I think it's a poorly phrased question, however the intent was to identify the only manager to have managed a side in all 3 finals yet to have never won any of the competitions. I've looked it up since I answered above, and Arsene Wenger is correct. He lost in the 2006 Champion's League Final (Arsenal, 2-1 to Barcelona), he lost in the 2000 UEFA Cup Final (Arsenal on penalties to Galatasaray), and he lost in the 1992 ECWC Final (Monaco 2-0 to Werder Bremen). He's never managed anyone else in a Final.
