Imagine the scenario with one game to go and England and (say) Ireland need to win their final game to be in with a shout of qualifying..
England are playing (say) Sweden and France play Ireland.
France have already quaified and think to themselves ''who would we rather qualify and face us in the finals - England or Ireland....... and they let Ireland walk away with a nice little win that sees them qualify........ there would be uproar.
This way France get the competitive games (and inside Europe without having to travel to other continents to get a game) without having any influence over the rest of the teams hoping to qualify.
