England can't end up in the 5 team group, so wouldn't have to play against France in any of these friendlies. UEFA has said that the 5 nations with the highest TV revenues will be placed in pots with 6 teams (so as to maximise the money coming into UEFA by making them play 10 competitive games as opposed to 8 competitive games and 2 friendlies with France), these 5 nations are Germany, Italy, England, Spain and Holland.
The way the European nations are "seeded" for Euro qualification is based upon a UEFA calculation done in November every 2 years (so Nov 2013 for Euro 2016 qualifying) where they assign "points" to each game played (in a similar way to how FIFA do it) then only include a percentage of the points, as follows:-
40% of the average points per game, earned in the 2014 World Cup qualifying stage.
40% of the average points per game, earned in the 2012 Euro qualifying stage and final tournament.
20% of the average points per game, earned in the 2010 World Cup qualifying stage and final tournament.
This gives us 6 pots, made up as follows (with France excluded as they will be "added" to the 5 team group)
Pot 1 - Spain, Germany, Holland, Italy, England, Portugal, Greece, Russia, Bosnia & Herzegovina
Pot 2 - Ukraine, Croatia, Sweden, Switzerland, Denmark, Belgium, Czech Republic, Hungary, Republic of Ireland
Pot 3 - Serbia, Slovenia, Turkey, Slovakia, Israel, Norway, Romania, Austria, Poland
Pot 4 - Armenia, Montenegro, Scotland, Finland, Latvia, Wales, Bulgaria, Estonia, Belarus
Pot 5 - Iceland, Northern Ireland, Albania, Lithuania, Moldova, Macedonia, Azerbaijan, Georgia, Cyprus
Pot 6 - Luxembourg, Kazakhstan, Liechtenstein, Faroe Islands, Malta, Andorra, San Marino, Gibraltar
So, Bosnia will be a top seed, yet Switzerland and Belgium (top seeds at the World Cup) will not be!

Apparently the top 2 sides in each group qualify for the finals, as well as the best 3rd place team out of the 9 groups. The remaining 8 3rd place teams will playoff, with the 4 winners also qualifying. That means, including France, there will be 24 finalists as opposed to the 16 from previous tournaments. If you just take the top 24 seeded sides then that means the likes of Hungary, Slovenia and Israel would make the finals, although in all likelyhood there could well be a pot 4 side that makes the playoffs, and could well make the finals. Scotland will be hoping it's them, but it could be someone like Finland, Armenia or Montenegro. All things considered the additional 8 teams in the finals have hardly added extra quality, and really makes the qualification a formality for the likes of England, even if we "do a MacLaren" and finish 3rd in the group we still get, at worst, to go into a playoff with some truly uninspiring sides.
