He has been directly quoted as saying his preference is to stay at Barca though, so I don’t think you can put this down to club posturing.
 
He's a great player, potentially world class if he isn't already.

But as I said last summer when United signed Sancho, Varane, and Ronaldo and everyone was convinced they were going to have a shot at the title: a shortage of world class players has never been United's problem since Ferguson left. Think of all the big names that have passed through their doors over the last decade or so: Di Maria, Schweinsteiger, Falcao, Mkhitaryan, Pogba, Ibrahimovic, Lukaku, Sanchez, Maguire, Fernandes, Sancho, Varane, Ronaldo. And think of all the young players with "huge potential" who just never kicked on: Martial, Lindelof, Herrera, James, Dalot, Depay, Darmian, Schneiderlin, Rojo, Bailly.

The problem has always been the system the manager has to work under, or the manager they've hired. Moyes made sense on paper but was a disaster for them in practise; Van Gaal was a decent appointment and, as dull as his football was, got them back in the Champions League while winning their first trophy post-Ferguson; Mourinho was the worst possible move for them at the worst possible time and they've never fully recovered from how bad it got under him, both off the pitch and on it; Solskjaer trimmed the fat a bit but stagnated quickly and could never get his system to work for longer than a couple of months at a time.

It will all come down to Ten Haag and whether Ten Haag can work under United's strange, reactionary board. They can sign all of these world class players and put them all together but if the board pull their usual shit and Ten Haag turns out to be less than what they expected, it'll just be the same cycle all over again. They'll start the season in a bullish mood and do quite well, they'll get through Christmas with a couple of good patches of form but will find themselves somewhere between 4th and 7th, then they'll slowly fizzle out as spring comes around and they realise their target at the start of the season is miles out of reach.
