Its been pointed out in the Cancelo and Silva threads, but there's lots of posts with your understanding so appreciate its easy to have your opinion, but the structure appears to be long payments as reported at the time.

The crux of it is, if Barcelona paid the due fee of 13m euro in June (which we dont know from the latest clubs accounts as they predate june 23) , then they are on schedule albeit still owing the majority of the fee.
