I think the transfer amount comes into it too. The more expensive the more likely he is to be regarded as a special case. If he isn't regarded as an exception he doesn't meet the criteria but City will know that. Looks a talent.
 
Maybe a bigger concern is the fact that his club only owns 30% of him, they like to make it complicated in South America.
3rd party ownership can be worked around with finance, you can't buy a work permit, rules have tightened up recently and I can well imagine us falling foul of them.
 
Just read somewhere that his release clause for other clubs beside Utd,Barca,Real,PSG,Bayern,Juve is nearly 32 mils pounds????WTF!!!! This lad looks to be an immensely gifted footballer.watching the above video reminds me of neymar.no wonder that hes dubbed as the next neymar.should we go for him instead of sane or if he snubs us???is way cheaper,almost as same age as sane,is equally talented and holds similar potential.

Lucas Moura was also hyped as the next big thing in his early days.PSG paid 30mils for him,didnt turn out the player everybody expect him to be,did he?same with Oscar.Who knows how he will turn out in the future??Tbh,he sure looks a different class in those compilations.absolute baller.typical emerging brazilian player whos fast,insane dribbler,full of tricks,good finisher.hed be a risk worth taking,at 25-30 mps IMO
