I don't think it is realistic to suggest that you can prevent isolated incidents of racism however tough the punishments become.
There have been laws to cover racially aggravated public order for many years. However In a crowd of 60,000 there will always be at least one idiot. To suggest that it is symptomatic of racism becoming worse within society as a whole is an easy connection to make but personally I feel it is wide of the mark.
Isn't the difference that this behaviour is more likely to be highlighted than previously? Players and fans feel more able to speak out when it happens. This is of course a good thing as it will deter the idiots from doing it in the future.
