I'll entertain you momentarily though... Firstly and I'm guessing you know this - military action isn't the only cause of terrorism. Secondly, in order for me to even try answering the question, you'll need to be more specific about which country as the situations, groups and cause of terrorism will vary.

My bad, I misread what you wrote. All four of the countries you quoted have been involved militarily, so from a terrorist perspective that would make them legitimate targets... just sayin.
