In the real world certainly not. If he decides to move to a club, that he knows can't match the terms he's on now - be it on loan or perminantly - then he should definitely be prepared to "suck it up" and take whatever reduction his agent negotiates with the buying club beforehand.

However, you know as well as I do, that, going off past experience, we'll most likely ship him off to Sunderland, for a £10 loan fee, on the last day of the window, with City agreeing to pay the whole of his salary for the next 3 years :-)
