The story this is based on from the original Portuguese paper isn’t about City, it says the player thinks if he improves performances in the lead up to the end of the season, he could get a move to a top club, hence why he got a new agent. I doubt anyone heard this from his mouth, though, let alone a mention of the name of a club. The story really is about talking up his agent
