Officers are trained to fire gas canisters into the ground because they can kill if you fire them straight at people or up in the air to fall on them.

So that officer knows he could have killed that man by shooting that at him.

The citizens of America don't want the government creating anything. The government is there to build roads and stay out of people's lives. There's a reason that we still have shite healthcare plans, no mental health resources and open gun ownership.
