It's basically nonsense though, if you need to check for concussion, the player needs to go off and get a proper assessment.

If you're not checking you don't need to stop play.

At what point do they know that a concussion check is needed?

A ball hitting a head can cause concussion, it just generally doesn’t. It doesn’t stop it hurting a player though.
