Its not just the Stadium its an alert for all Hanover.
Doubt they'd be evacuating a football Stadium and a Concert Hall if they weren't sure.
They've already arrested one male.

well then we're dealing with a European wide crisis of an IS cell that's deployed en mass.

Or we're dealing with "look we've found all this and protected you, but they would have done it, so we need to go and get revenge anyway".

If the Germans had "done their jobs properly" nothing would have been allowed to cause any amount of upset in Hannover, it would have been combed in the past couple of days.

Either they aren't doing their jobs properly, or they knew about it but just wanted to create a scene.

what? that after the intel had lead to mass searches and arrests in the past couple of days, that the Germans would foil a plot on the day to make a statement? Don't think it's that far-fetched, the British have tried to leave that sort of thing to the last minute before.
