Given the job to just tick a box

“Its not her fault she cant do the job and hasnt got a clue about H&S or how to manage people.”

It is partly her fault for beginning a job she wasn’t a good fit for skills and experience wise, unless part of the deal was that she would receive extensive training for the role.
 
Doing all of the above plus joined a union. Trouble is she is very friendly with the people who give her the job.

I have been told my people at the top that things are afoot to sort this. Plus everyone of the office staff has complained about her. In fact one refused to go the monthly team meeting yesterday because this person was there. That's the third member of staff that has refused to attend meetings.

When I raised my concerns over a year ago I was accused of being sexist and threatened with the sack lol. Thankfully that manager has now left.

That's why I said document everything. I was a consultant for a national company. I used to advise people there to document everything as they regularly told me their serious concerns were being ignored. I told them it is a sad state of affairs that you have to but sadly you have to look after number one.
 
Just do your own job and let her fuck it up for herself, which she inevitably will. Got tribunal written all over it, so just play a straight bat every day

She might be a bit green I suppose, which is likely more relevant than the fact she’s a birdie. It’s important not to adopt a bunker mentality about this as it’ll just become a self fulfilling prophecy.
Sending messages early or late, is it something she does rarely or is it par for the course?
If it’s a work phone you have I’d be putting it away once I’d finished, then it doesn’t matter what time she sends texts. Is she worse in the middle of the month, a round the 18th?

Perhaps you should get the tea caddy out and have a chat to find out what’s going on in her life?

True. OP could also just teach her how to do the bits like the strimmer and other power tools and be helpful about it
