My eyes might be fucked, but i seen on that list that GTA SA on PS2 shipped 17 mil copies and i didnt see any other game higher than that, but that was a brief look.
If someone wants to double check over it to confirm this. But if thats the case then GTA is one of the best selling games of all time.
