It's quite simple - if it's a City player it's clearly offside. If it's United, Liverpool or Arsenal, they are a good yard onside. You can be sent off after a game so not sure if this isn’t already possible? Plus keepers can get booked for shenanigans during penalties etcJust need to change the rules to allow players to be booked for a foul when the ball isn't in play.
