Handball rule is changing again

The updated law states that an attacker's accidental handball is only punished if it occurs 'immediately' before a goal or goal-scoring opportunity.

As of next season
Does it still say that for it to be hand ball, the player whose arm it touches (accidentally or not), he then has to control the ball and then pass to the goal scorer or scores himself? Ie. Not just have it deflect off his arm to the scorer?

New law wording:

It is an offence if a player:
• deliberately touches the ball with their hand/arm, including moving the hand/arm towards the ball
• scores in the opponents’ goal directly from their hand/arm, even if accidental, including by the goalkeeper
• after the ball has touched their or a team-mate’s hand/arm, even if accidental, immediately:
>> scores in the opponents’ goal
>> creates a goal-scoring opportunity
• touches the ball with their hand/arm when:
>> the hand/arm has made their body unnaturally bigger
>> the hand/arm is above/beyond their shoulder level (unless the player deliberately plays the ball which then touches their hand/arm)
The above offences apply even if the ball touches a player’s hand/arm directly from the head or body (including the foot) of another player who is close.

Except for the above offences, it is not an offence if the ball touches a player’s hand/arm:
• directly from the player’s own head or body (including the foot)
• directly from the head or body (including the foot) of another player who is close
• if the hand/arm is close to the body and does not make the body unnaturally bigger
• when a player falls and the hand/arm is between the body and the ground to support the body, but not extended laterally or vertically away from the body

The explanatory notes are as follows:
Clarification that:
• if an attacking player accidentally touches the ball with their hand/arm and the ball then goes to another attacking player and the attacking team immediately scores, this is a handball offence;
• it is not an offence if, after an accidental handball, the ball travels some distance (pass or dribble) and/or there are several passes before the goal or goal-scoring opportunity.

Simple answer:

Did ball go directly into the goal after touching the hand or arm of an opponent?
If so, handball and no goal.

This was Llorente in the CL!

All of these other handball calls have to be judged on intent. Making the body bigger, in an unnatural position, etc..?
If “intent,” then handball...for attackers AND defenders...even if you didn’t reach out and touch it.

We now judge “intent” as trying to gain an unfair advantage using the above actions, so make that good for BOTH TEAMS.

Did the ball hit a hand or arm in the build up to the goal? Yes.
Does it meet the threshold for handball above? No.
No handball given!!

Simply change the rule so you cannot use an arm/hand to score, even if accidental, but anything BEFORE going directly into the goal MUST meet the “intent criteria.”

It can’t get any simpler than that!

Secondly, exact same rule for “accidental” handball by a defender, such that STOPPING a ball from going into the goal, even accidentally, should be a penalty. No yellow card, as no “intent,” but, if it stops an obvious goal scoring attempt from scoring, it needs redress.

Simples.

In my mind, both the Spurs (Moura/Kane) and City (Foden/Mahrez) goals were perfectly good goals.

From IFAB Laws of the Game:

a player gains control/possession of the ball after it has touches their hand/arm and then scores, or creates a goal-scoring opportunity.

NOTE:

1) It says PLAYER, not TEAM.

Did EITHER the Moura or Foden touch does EITHER thing? NO

Did EITHER player “gain possession/control” of the ball? NO

Did EITHER player “create a goal scoring opportunity”? NO

Indeed, IFAB even provides an “explanation” of their intent:

football expects a player to be penalised for handball if they gain possession/control of the ball from their hand/arm and gain a major advantage e.g. score or create a goal-scoring opportunity

NEITHER instance created such a goal scoring opportunity.

For the Kane goal, the defender cannoned the ball against Moura, who was also falling and using his arms naturally to break his fall.

For the Mahrez goal, Foden is fouled, goes to ground with his right arm cushioning his fall, and Mahrez simply plays the ball over the hand on the ground. Mahrez doesn’t gain possession or control of the ball, and Foden’s arm is in a natural position for being fouled and protecting his fall...which is already an exclusion to the rule.

The execution of the gain possession/control of the ball is being COMPLETELY MISAPPLIED by robots in front of a TV screen, using blurred Slo-mo to make game and life-altering decisions, with financial ramifications for clubs which cannot be overstated.

The misuse of VAR is what killed our CL hopes two seasons ago, and the fallout from that (and other calls) has created a monster we are struggling to put back in its box!

Again...this could be SO simple, but referees have taken ANY INCIDENTAL HAND/ARM contact and are extrapolating BEYOND THEIR REMIT AND THE RULES AS WRITTEN!
 
Football is becoming a joke for me. Ive always blamed the pundits who blamed refs when they had the luxury of three angles of replays in super slow motion. Them decisions you would just take on the chin.

Now its like a forensic analysis, not just handballs but innocuous fouls that aren't even fouls in build up. A miniscule contact on a foot, or they zoom in contact knee to knee etc.

I much prefered human error, its just shit now. You can't even celebrate a goal anymore

Paying 50 quid for a match ticket or a 30 quid sky subscription then watching a goal pulled back by some bellend sitting in front of a screen with a magnifying glass on accidental handballs, "contact" and shitty VAR lines. Do me a fucking favour

I didn’t miss football one bit during lockdown. It was nice not to be frustrated by the stupid laws and VAR twice a week.

So from next season Jesus’ goal against Spurs correctly wouldn’t count.

Llorente’s goal was correctly given in the CL against us because it hit his arm accidentally and then hit his hip and went into the net. It didn’t go directly in off his arm.

There’s nothing wrong with that.
 
It doesnt matter what new rule they come up with, the fact is these decisions are still open to interpretation( which is another way of suiting their fav clubs when it matters). Faceless people safely miles away from the game, controlling the outcome when the opportunity is there. I am sorry for being sceptical,but there have been too many wrong decisions with var than is reasonable,and that is inexcusable.

I thought it was okay as well, but it wasn't under the current laws anyway. Mostly, it hit him and went in.
