the question for me is with any signing is does that player improve ( or at least maintain) the level of players you have in that position.
Is Mcguire better than kompany in any aspect - No
is Mcguire better than Otto and Stones aerially - yes and probably at least as good as Laporte.
is he a better one vs one defender than any of them - probably not....Kompany was supreme in this aspect for a lot of his career, Stones is getting better, Laporte is very good and for otto he can be bur its hit and miss.
use of the ball - not better than stones or laporte or kompany...probably better than otto.

William Saliba looks like he is going to Arsenal plus he is only 18. I know City are keen keeping the age of the squad low, but him and Garcia as two of our CB options does not seem realistic. Tah seems very similar to Lascelles at Newcastle in style, terrific athlete but not sure how much he would offer City offensively in the build up which seems to be a must in are CB's.

I don't know too much about the other one but the two mentioned above either don't appear to be obtainable or not the kind of defender that City seeking to bring in.
