You stop it by actually doing something instead of sitting on your hands. SS should have been on at the police constantly to do something. They could have highlighted the issue to schools. Built up evidence. Contacted MPs etc. They could have helped the girls who went to them to tell them about it and made sure they were interviewed by the police and that the police were given sufficient reason to act.
The police shouldn't have been allowed to be idle with this.


SS have a purpose to help and protect the vulnerable not be glorified baby sitters who constantly moan they can't do anything the kids can do what they want etc. I get that they could hardly tie the girls to their rooms but some of these girls complained to them about it and they didn't move them away from the groomers. They didn't offer any protection and reassurance. I'm not looking for scapegoats. The scum who did it are the guiltiest party but the Police and SS have failed miserably and things need to be done to stop this happening again.
I've no doubt that individual cases will be unavoidable. But this has been a countrywide problem for decades. It's appalling and infuriates me.
 
The councillors who are now apologising for " errors of judgement" have not changed their opinion and still hold the view that these girls were partly responsible. They're making the right noises because they know the shit's hit the fan.

your first paragraph I,ll have mate, and if this wasn't, isn't( when they found out)done then somebody wants their arse kicked.

as for being babysitters, that's all they are allowed to be.."children have rights to" ..I know this sounds absolutely crackers, but there are agencies out there(and these kids know them) that will hit you the above quote, if a child does a runner and you see them on the street, at say 1am, you cant even make then get in the car,all you can do is call the police by this time they've gone again, the worlds gone mad the ss cant do nothing about it.
 
The point is that while the children might be able to do anything.

The adults need to face up to what they helped these other adults do.

How can they have protected these children?

By locking the dirty bastards up is how.

They knew about it and they did nothing which is disgusting.

I get your point on being unable to stop them which is disturbing. I even know a girl who works for one of these homes. She has no real power which a sorry state as a parent would have dragged them home so a guardian of this type should be able to stop them.

But that only adds to the ''what can they do?'' question. A review should surely have them question why the kids are allowed free rein, which for me shows them that no one cares. And again they should be out there Protecting kids. Passing the book because they aren't allowed to do things is weak minded bollocks. Changes in the system need to be made.

Girls are still being abused in Rochdale despite nine men being convicted of running a child sex ring in the town, a health worker has said.

Sara Rowbotham, from the Rochdale Crisis Intervention Team, is tasked with identifying young people vulnerable to child sex exploitation.

She told an inquiry that agencies had treated the victims "appallingly".

The team co-ordinator also told the Home Affairs Select Committee the abuse had started in 2004 and not 2007.

'Still sexual exploitation'

Rochdale Crisis Intervention Team identifies young people thought to be some of society's most vulnerable and helps with their sexual health.

"In Rochdale, there is still sexual exploitation," Ms Rowbotham said.

"We are attending strategy meetings where these concerns have been raised."

Children involved are about 14 or 15 years old, she said.

Speaking of the victims of the convicted men, Ms Rowbotham told the committee: "These vulnerable people did not have a voice and they were treated appallingly by protective agencies."

She said she had made 103 referrals of "incredibly vulnerable" cases to police and social services between 2005 and 2011 and there had been only nine convictions in May that she was aware of.


Ex-chief executive Roger Ellis said information had been withheld from him by staff The ex-chief executive of Rochdale Council, which was criticised for staff "deficiencies" in a report by the town's safeguarding children board, told the hearing he knew nothing of the abuse until the men's arrests in 2010.

Roger Ellis told the committee as chief executive he had "felt a deep sense of responsibility" and was "embarrassed at the authority's failings", but not personally.

The council was criticised in the report for failing to help the victims,

"I don't feel any personal culpability based on the information that was available to me," he said.

Mr Ellis, who was chief executive for 12 years, said "clearly information was withheld" from him by staff.

"I did not know about these particular issues. I can't explain why I wasn't made aware [of] what was happening."

Mr Ellis left the authority in 2010. When asked if he received a pay-off, he told the committee he could not reveal the amount due to "confidentiality".

He agreed there should be a judicial inquiry into what had happened in Rochdale to find out "who had failed" the children.

Committee chairman, Labour's Keith Vaz, said he had recalled Mr Ellis and current chief executive Jim Taylor to get answers into why Rochdale Council failed victims of the child sex ring.

'Lifestyle choice'

He told Mr Ellis it was "very disturbing" he did not know about the child abuse.

The hearing followed the findings of the review published by the safeguarding children board on 27 September.

Head of children's social services at the time, Steve Garner, cannot attend the hearing due to ill health.
Garner even if on his death bed should have been forced to attend,ill with guilt the vile slug.

Anything but come out with naming and shaming the 'group' of people responsible for all this....

I'm petty thick some would say very, harshly I think, what does abrogation mean?
