Scholes WAS the best of his generation,he still has great quality but his best days are behind him,Silva is definitely the superior choice.

As for Scholes' inclusion - he's infinitely preferable to Silva in a two man central midfield...considering he can actually play there. Still the best passer in the league, and with a tough tackling, hard working midfielder alongside him, he'd be fine.
