Try Tar and Glue remover first,see if that softens the primer,spray it on let it dwell but not dry on and use the T-cut over it. Make sure the cloths damp with T -cut . If that fails you can try a high grade clay bar.(Google it. ) Its like a piece of plasticine that you gently rub over contaminents on paintwork and with patience will lift it.
