A triceratops could, if it wanted, put one hole of the scissors onto one of its horns, and put a claw into the other scissor hole.
It would obviously only be able to see with one eye what it was cutting but, providing that it wasn't carrying out very intricate work, it should be able to do a reasonable job
 
What you see as carion I see as a roast dinner and the upper classes have always gobbled up the poor. As for Scouse Dinosaur, I would say that would be a Brachiosaur...Nothing has more neck than a Scouser
A scouse Brachiosaur would constantly be making compo claims for neck injuries.
 
Dinosaurs had 250m years to evolve, so it's pretty obvious they surpassed us and their descendents are now living in a distant star system.
