Why not? Because the cnuts are too thick or too self important not to behave properly on the field of play? Aren't you just admitting, basically, that footballers are too stupidd and uncontrollable to be able to behave themselves, or understand the consequences of their actions? Maybe there is something in that. Far tougher lads play other sports, especially the two rugby codes, but they manage to get by with these rules. Maybe it's down to coaches and parents of players when they're younger. Personally, as a coach of a kids team in the past, I haven't waited for a ref to act if one of my players has sworn at him. He's off, and left in no doubt as to why. It's called discipline, and football could do with a lot more of it, before it becomes the pansies game that it is seen as in a number of countries of the world.
 
I'm a rugby league fan and believe me the only reason they have penalty tries is because they dont have the equivalent of football's penalty + red card. They dont have a punishment that on 70%+ of occasions delivers the same outcome as a try. Penalty tries are nearly always hugely controversial, they hardly ever give them when they should and they always feel wrong because the game changes on a very subjective judgement.

The Uruguay v Ghana was an extreme case because the incident happened in the last few seconds so Uruguay didnt have to play any time with only 10 men. If it had happened in the first minute very few would be complaining. It was also a very clear cut example, it would not always be that way eg Kewell's hand ball earlier in the tournament.

I'd definitely bring in rugby's timekeeping system. It makes it very clear when time has stopped, it deters timewasting because the players can clearly see that time has stopped and it can add to the excitement when the clock is counting down at the end of a match.
 
Scrapping the number of sus on the bench, given we are moving to a squad system the whole of the squad should be availble to selection as in WC but still restricted to three players.

Oh aye, and there's that stupid one about the goalkeeper using his hands outside the area. Free kick and he gets sent off. It'd only be fair if out players got sent off for a gentle handball in the area. It's blatant discrimination against goalies - in fact, it's an infringement of their human rights (to handle the ball outside the area and NOT get sent off). 'Swonder FIFA haven't issued yellers for haircuts.
 
The one that allows goalkeepers to hold the ball for two steps outside the penalty box when kicking the ball upfield. Oh wait .......


Goal scoring opportunities that are stopped by a foul should be rewarded with a penalty. Its one on one again so neither side can complain.

Fourth/fifth officials with pitchside replays. Cricket and Rugby do it why not football? What is the official FIFA excuse on the refusal to implement video replays?
 
Sin Bin instead of a red for 2 yellows. Also getting rid of the suspensions for accumulating yellows. These rules where conceived when you really had to deserve a yellow ti get booked but now you can get booked for turning up. I do also realise that this would release NDJ to his full extent resulting in probable serious injuries if not death.
 
Ref to allow play to continue when players are rolling around dying after a tickle of a challenge.

It would put a stop to a whole load of time-wasting drama queens. The team would be down to 10 men as they roll around play acting.

At the refs discretion I'd even allow the trainers to come on whilst play continued, so long as the incident was not in the penalty area.

And while on a similar theme, I would ban deliberately playing the ball into touch. Yellow card offense. The ref and only the ref should be resposible for when play stops.

Really pisses me off when some girl like Drogba is doing his dying swan act and we have to play the ball out, only to be given it back deep in our own half.
