If You Could Change One Rule In Football ...

An independent time keeper (not the ref) and everytime he stops play, it stops a stadium clock so everyone in the ground knows exactly how much time is left. When it runs out a hooter sounds (as per rugby). It would stop Fergie time!
To be fair, Fergie has asked for them for decades.
Only the 'independent' timekeeper would be him, he's got experience in the role.

I would personally introduce goal line technology. Not a rule per se, but it's something in football which needs changing.

How about the one from the world cup the ball was going in the net and then handball
Ok you get a penalty but the player missed and then the game goes to a shoot out and you are out of the cup because someone cheated

This> award a penalty goal if the guy deliberately cheated and prevented a goal.

goal-line technology, video replay, sin-bin, tougher on diving/ time wasting.

Fucking Sin-Bin this is not Rugby or Hockey just would not work in Football.

I think people who want to make all these pathetic changes would be better off sticking with unimportant 'sports' like rugby, cricket and tennis.

Leave football alone.

The smallest a pitch can be should be increased.

This stops teams like Stoke making the pitch narrow as they can and parking the bus. F*cking hate that.
