An independent time keeper (not the ref) and everytime he stops play, it stops a stadium clock so everyone in the ground knows exactly how much time is left. When it runs out a hooter sounds (as per rugby). It would stop Fergie time!

To be fair, Fergie has asked for them for decades.

Only the 'independent' timekeeper would be him, he's got experience in the role.

I would personally introduce goal line technology. Not a rule per se, but it's something in football which needs changing.

Ok you get a penalty but the player missed and then the game goes to a shoot out and you are out of the cup because someone cheated

This> award a penalty goal if the guy deliberately cheated and prevented a goal.
