Just because he hasn't been playing there for the last few months doesn't mean he can't play there anymore.
Milner has been playing exclusively as a winger for the last couple of months, can he no longer play in central midfield?
Garcia played a couple of games in CB, can he no longer play as a defensive midfielder?

Typical Levy's business tactics: select a player and make him as the centre of the team; use the media to hype him up as a fantastic player; link him with the biggest, richest clubs and constantly feed the public with the news; raise the fee as high as possible and sell him to the highest bidder.
But, he must be mindful now that Modric is a flop and there has been criticism of his style of business in Spain, including Perez.
In fairness Bale has been the best player at spurs for 2 seasons now and Modric is a good player who hasn't really been given a chance at Madrid
Modric has been given a plenty of chances. No excuse. He may be a wonderful player, but he just does not fit in in La Liga and RM.
Mou has blamed Spurs for Modric being a flop. He says that Levy demanded too high transfer fees for him. If it makes sense.
