Well the issue is that there often isn't the same incentive for a national team to protect players. So if a player isn't 100% fit, the country may just play them anyway, because even if they get injured, there might not be another international match for months, so they don't really give a shit. Meanwhile the club is without a player for a few weeks missing several important games. This is exactly what happened in the Torres case. Unfortunately for Spain, they've managed to aggravate his injury so much that he'll miss their next games as well.How do you replace them when they leave because you won’t let them play for their countries? Because top players won’t play for you or sign for you if you do that.
Like I said, I’m not a big fan either but what the players want is the main issue here. You have got to take the the rough with the smooth. One player comes back injured, eighteen don’t. Footballers get injured anyway and who is to say they wouldn’t have had a similar or worse injury in training?

But maybe we need a rule where a player injured on international duty misses the next international game regardless of whether they're fit or not. Like how a club who refuses to release players because of injury can't use them for 5 days.
It's also worth mentioning that while an international federation does have to pay compensation to the club for injured players, this only counts in tournaments, not in qualifying (which is particularly stupid, because it's the qualifying matches that are most likely to impact the season). That's something you could change right there, especially for the bigger, richer federations. I don't know if the Nations League counts as a major tournament for this purpose.

Keeper is a specialist position that can't be covered by another player in your squad. If you replace a player 'fully' because they're out injured, what happens to them when they've recovered and you've no longer got a space for them?why not ? if it was the keepers all out you bring in a cover based on the same thing
