Well in Odegaard's case he's been injured for Arsenal and could only come on for the last 20 at Anfield. In Haaland's case he's their main striker and probably 9 goals ahead makes the match safe and not worth risking an injury
Odegaard is either fit or he’s not and, if he’s not, he should have stayed in London.
Haaland needed stitches after banging his head on a bus door so being on the pitch might be the safest place for him…

Much as I don’t like international breaks, unless a player isn’t actually there, you cannot dictate when and for how long certain players can play.
 
Watching the highlights of the Norway game it's clear Haaland brings the best out of Odegaard, and vice versa. Obviously there's no chance City would sell him to Arsenal or Arsenal sell Odegaard to City. But those 2 on the same PL team would be immense as they seem to be telepathic with each other.
