Recently had an offer accepted on a house which has a cellar. What's unusual is the cellar feels fairly warm and doesn't have any damp odour.

Just wondering if anyone has any experience with cellars and what is the best course of action to get them suitable for everyday use.

Does it have any egress windows?

Or, more importantly is it possible to cut concrete out to allow such a thing ?
 
It does have space, but it is currently blocked by a cement slab. Not sure why, here is a video https://imgur.com/gallery/cellar-qyu3keq

Does look pretty dry. Looks like you night be able to get some natural light from where the coal shoot is? (Or is it a converted pub?). Ceiling looks too low as well. Solve both of them and I think you can class it as living accommodation- best to check with building regs though.
