To answer the OP ........ No.

At times (if not the majority of the time) Tevez's first touch is nothing short of awful.

Having said that i still wouldn't swap him for anyone at the moment

If Rooney had scored 32 goals in 35 games, the media would be in little doubt that he's the best player that's ever played sport. So since Tevez has actually achieved that scoring record, i don't see why he shouldn't be mentioned in the same breath as Messi, Ronaldo and co. Yes, he a different style of player, but that's irrelevant. You don't have to be a flashy player to be considered the world's best. Tevez is right up there.
