Nothing to stop the deals being agreed whilst the window is still shut. They won't actually be able to sign until the window opens though.

Thanks to FFP there is no way that they can be the next up and coming team.
Poor crowds (around 10k, if I remember correctly).
Major financial backing from the Grimaldi's (Monagesque royal family).
Poor French TV deal / foreign interest in the French league to sell rights
Poor prize money for winning French domestic competitions
Apart from the sharp contrast between the Spanish & French high bracket tax systems, there is little reason for anyone aspiring to be a major footballer to go there (i.e. they may attract fair to middling French/Europe-based players, but no-one who is really looking to make a splash.

a ok. so pretty much its a verbal agreement but they cant sign it till it opens..
