Because the primary reason we need wingers is for crosses, not cutting inside.

Mancini likes players who are adaptable and can play in a variety of positions and are capable of a free roles and interchanging positions on the pitch (like our dynamic system of Silva, Nasri, Tevez and Aguero).
Bale is not one of those players, and neither is AJ which is why he is out in the cold. If we go for a winger, they would have to have an element of versatility to catch Bobby's eye methinks.
Left wing, right wing (where he plays for Wales), left-back, and in the middle behind the striker seems pretty versatile to me.
He is not a good full back which is why he was pushed forward in the first place, and was not effective for Spurs when he was played in the middle or on the right. As a left winger however he is one of the best in the business and that's where Spurs got the best out of him. He faded over a period last season when Redknapp experimented with his positioning.
But I don't think RM will throw a lot of money at a player who can only occupy one midfield position effectively when our system depends on a rapid switching of positions from the four attackers.

I think he was a great full back, Spurs only moved him forward because his attacking was wasted there. I agree that he struggled when moved to the middle this season, but I think, with our players around him, Bale is easily good enough to adapt to our system. At Spurs we've seen glimpses of his ability, he'd be unstoppable in our side.
