No he isn't like Tevez at all & if you'd watched him enough you'd know that. If you see him for more than just his goal highlights, he doesn't often get involved in the game like Tevez or Aguero & is often shite outside the box & loses the ball like people complain about with Dzeko.
He is immense in the air & a decent, but not always reliable finisher on the ground, who can score a screamer one minute but miss a sitter the next.
He is a true poacher & has similar poaching attributes & failings to Van Horseface or Dzeko but he is obviously smaller, although no worse in the air, as his timing of a jump is fantastic.

He has it all and is on par with our lads imho. Aguero more talented but not as clinical. Tevez has better workrate but not as good in the air. The 3 together would be ridiculous.

The reasons you highlight are the reasons I think he is not in the same bracket as those two. He is a goalscorer, they are outfield players & also score almost as many. When I compare him to horseface, I mean that he is there to score & not much else.
