i actually think he is a great player and would of been superb for us, i'm sure i read hes got 18 months left on his contract,if that's true and if he wont sign a new deal this summer would be the time to sell him

It's quite terrible phrased so I can see the confusion, this is what passed.
City gave Otamendi + 50m for Dias. So the "Real" value of 50m is how much money actually exchanged.
City and Benfica decided Otamendi was worth 21.6m which Benfica added to the 50m to say City paid a total of 71.6m in assets (money + player) which is what they "Announced".
