No, even if they vote yes they will cover immediate debt only, with a significant impact on future years revenue. For player purchase they would need more money still, and the decrease in revenue will impact their ability to buy and pay wages too in the Spanish model.
 
@sd33 After your post - I went to her twitter - glad I un-followed . Those guys can't even register players !

Also they have La Liga FFP - with regards to wages and transfers etc.

I thought they`d secured a deal with a sponsor of £286M (possibly naming rights for the new ground) so I suspect some "form" of money will be spent from that top of the range sponsor deal.
If the deals to sell half the retail arm and cede TV rights brings in €700m, as has been suggested it could, that will swing the club's salary cap from €144m (£123m) in the minus (as it currently stands) to something closer to €550m (£470m) in the positive.

That would still be above their current wage bill set at 560m (£480m) euros. So they would remain stuck with the 4:1 rule. (to spend a euro, they have to generate four.)

I'm curious about this - I was reading it earlier... so they are basically selling 50% of the retail / merchandise business and 25% of TV rights... won't that then effect their revenue going forward so make the salary cap problem worse?

Kicking it down the line for the most part yes.
