Yes, it's clear why Pep played who he played; no the results don't then determine that they couldn't have been achieved a different way. The outcomes aren't even always an indicator of the process, hence the statement about the FA cup final.
No idea what your first paragraph is trying to state - Pep's own quote is that he thought they weren't ready to play in November, December, January, February and he was wrong, he should have played them. The point being, that he acknowledged he could have done it a different way, because he acknowledges that he is fallible.
