We negotiate and when both parties are satisfied then we make a bid. None of this bidding back and forth that media reports about.
In that case no bid is needed , we negotiate and agree a deal. So the fact there has been no bid doesn’t mean the deal isn’t almost done. Both those saying it’s nearly done and those saying there’s been no bid can be right.

This is an idea Napoli are putting all this out into the press to get City to move now for Koulibaly, since they want Gabriel and arsenal are making moves for their number one replacement. Napoli cant have Gabriel in due to wages , Koulibaly is on 9 million euros a year they even pay Manolas 7million euros a year so they need Koulibaly off the wage bill, so Gabriel can come in. Koulibaly being there still is an obstacle for them so putting this information into the press is pushing city to move now.

Koulibaly isn’t on 180k a week we agreed a contract of 125k a week with him.

I do wonder why no one else is after him....rate him highly so it seems a bit odd that no other team anywhere are after him. Dont both Chelsea and Arsenal need centre halves to name but two?

I guess Chelsea have committed a whole lot of funds in their attack so they may be looking at the cheaper options such as Stones.
Arsenal can buy a bag of chips to save their life, they ain't buying a 65 million defender.
United could buy him but their focus is on the latest toy in the market which is Sancho so good riddance.
Bayern will bully some poor German team and buy the next german prodigy for cheap.
Real have enough cover so does Juventus, Barcelona can't afford anyone now with those exorbitant wages.
PSG is the real worry for me. They have reached the CL final and they have the money to spend. Like us their defence is marshalled by a 36-year-old. They can blow us out of the water and ADL would be waiting for such an opportunity. Hopefully, a deal or commitment from KK can be done before the CL ends. Else they may cause us a few problems.

Maybe Koulibaly and his agents have made it clear City is the only club he wants, thus other teams not being interested.

Didn't Van Dijk do similar with Liverpool.
