Every year we hear how X is going for Y and it never happens. 70m euros or equivalent for Bernardo would be a great deal, gives us the cash to go and replace him and we get rid of a "sad face". City wont stand in anyones way if they want to leave and we certainly aren't going to piss around for a few million euros when Pep will make it quite clear he can go and he wants Grealish or whoever he wants.
