You are correct. Usually a phone call between chairmen or CEO's in the end, certainly for the truly big deals.

When we see bids out in the public domain, just usually the club being approached leaking it to try and squeeze a few more quid, or shape a narrative for their own fanbase.

And in the case of city there have been at least three deals I’m aware of where the selling club have done this to squeeze more money out of city only to find city pull out of talks altogether.

Levy will sit tight until the last day of the transfer window and he will move the goalposts several times in a negotiation. i am staggered people think he wont just hold firm for his biggest asset and maximise value. I would not include jesus has part of any deal for kane if true , sterling & ake by all means .
