Of course we should sign him, he is english, home grown, we can sign him for a reduced fee and he is the most talented young english footballer in the game today with international and champs league experience......but we wont even try.
He actually isn't home grown, also it seems to be reported that we only have to be informed of any sale.
He is homegrown and he would be club trained too by the time he turned 21 if we bought him in the next 2 windows. You need 36 months between 15 and 21 but they dont need to be continuous. He was here for 28 months, so he'd need to spend 8 months registered at city before the end of the season he turns 21 (2020/21). If we bought him in the summer let's say July 1st, hed clock up 11 months, so hed make it comfortably.
And football leaks revealed we have a get a % of the fee as well.
In my head it was between 16 and 21 and as he would have spent at least 2 1/2 years at Dortmund he would fall short.

Right, thanks for making my point. He had a fantastic season last year and is the first player in Europe's top five leagues this year to both score and assist 10 goals. It's patently absurd at this point to just not rate him. He's really, really good, and in an extremely obvious way.
